Chipped enamel cast iron cookware?

I bought a new cast iron skillet with a coating of porcelain red outside in a thrift shop. Well I did not pay enough attention to detail. When I got home and unpacked, I discovered that he has several chips on the outside showing the cast. These chips are up near the top of the stove, but the interior Cast iron is clear and is very good. I want to know if there is a way of smoothing the edges of the chipped area so it will be more flakes not too much. Or I can take it back if I do it in the next few days. Advice please!

I not be surprised if the thrift has taken a refund. You can repair chips (see below) if you can get enamel paint that is designed for cast iron cookware. All the sand of the region and establish thin layers of enamel until even with the surrounding area glazed.
