Why does'nt my place of homemade bread?

Twice I tried to make whole-wheat bread recipe on the bag and the dough rises well hit him before you leave then when I put in the mold to increase the wear in a hot oven and cover with wax paper.I let it sit for over an hour and only up to half an inch below the rim of pan.It does'nt place when baking yeast and stimulate the gluten either.The I used are new I used it.I standard sized container of bread.
